Billy Neal Rogers, aged 69, of Benton, passed away peacefully on April 2, 2025, at a hospital in Knoxville. Born on April 21, 1955, in Etowah, Tennessee, he was the son of the late Jay D. Rogers and Netty Lee Armstrong Rogers. Billy was a devoted fan of the Tennessee Vols and spent his career as the owner and operator of Rogers Home Improvement. A 1974 graduate of PoCoHi, he also served his community as City Commissioner for Benton.

He was preceded in death by his parents, his beloved daughter April Rogers Edwards, his brother Paul Rogers, and his sister Barbara Garren. He leaves behind his loving wife of 50 years, Cathy Lively Rogers, his cherished grandson J.D. Edwards, his brothers Doyle Rogers and Marvin (Jan) Rogers, his sisters Glenda (Rondel) Cass and Marsha Passmore, as well as sisters-in-law and brother-in-law Lisa and Fred Price, brothers-in-law Andrew Lively and Bill Garren, and sister-in-law Janice Rogers. He is also survived by several nieces, nephews, cousins, and a host of friends.

A Celebration of Life service will be held at 6:00 p.m. on Tuesday, April 8, 2025, in the chapel of Higgins Funeral Home of Benton, with Doyle Rogers delivering the eulogy. The family will receive friends from 5:00 to 6:00 p.m. on the same day, prior to the service at the funeral home.
