October 16, 1946 – January 17, 2025
Eloise Eugene Carruth Waters, 78, a beloved wife, mother, grandmother, and friend passed away peacefully on January 17, 2025, at her home, surrounded by family who loved her dearly. She battled metastatic bile duct cancer for one year.
She was born in Benton, Tennessee, to the late Fletus and Marie Coe Carruth.
Eloise leaves behind a legacy of faith, service, and dedication to those who loved and interacted with her. Eloise married the love of her life, Charlie "Chuck" Waters at her family home on August 10, 1967. She dedicated her life to serving our community and helping others. She was always willing to serve in any volunteer capacity that she could. She graduated from Erlanger Baroness Hospital Nursing School in 1967 and later earned a B.S. in Nursing from Southern College. Eloise served our community by working as a nurse in various capacities for 52 years at Bradley and Polk County Health Departments, where she served as the director for many years. In 1974, she helped form the Interagency Council that connects many organizations of Bradley County together. She was an active member of the Tennessee Nurses Association. She enjoyed volunteering for multiple RAM clinics. She served on the Healthy Woman Board. She was a Co-founder of NUCARS. She loved helping underserved communities and was involved in many other organizations.
In addition to her parents, she was preceded in death by her brothers, Johnny Carruth, Voyd Carruth, and McArthur Carruth.
Left to cherish the many memories include her loving husband of 57 years, Chuck Waters; beloved daughters, Karen (Michael) Galloway; Alisa (James) Bisch; cherished grandchildren, Joshua Galloway, Jacob Galloway, Jonathan Galloway, Ethan Bisch, and Hayden Bisch; brother, Jesse (Earleen) Carruth; sisters-in-law, Doris Carruth and Evelyn Carruth. Several nieces, nephews, cousins, and a host of friends also survive.
A Celebration of Life service will be conducted at 6:00 p.m. on Friday, January 24, 2025, at North Cleveland Baptist Church, with Dr. Jay McCluskey officiating. Family and friends will meet at 2:00 p.m., on Saturday, January 25, 2025, at Higgins Funeral Home and proceed to Old Ocoee Cemetery for the 2:30 p.m. service. Joshua Galloway, Jacob Galloway, Paul Galloway, Toby Ratcliff, Dennis Jones, and Brandon Jones will serve as pallbearers. Honorary pallbearers are Jonathan Galloway, Ethan Bisch, Tyler Ratcliff, and Paul Neal.
Family and friends will gather from 4:00 p.m. to 6:00 p.m. on Friday, prior to the service at the church.
